Indcator Relay Problems Help Please

   I have an LT 31 1982. 
The Indcator relay buzzes, it does not buzz when indcators are on or hazard lights are on.  
I have had problems with Indcator warning light on the dash. I have now put in a new dashboard warning light bypassing the old one. 

It has always buzzed since I have had it, even before bypass.

Please can someone tell me if I need new relay?
