Second throttle vacum

   I have a pierburg carb fitted to my camper. It has had a rebuilt kit fitted but still seems poor. Van has poor acceleration.With full throttle and hot the second throttle is not opening and there is no vacum on the tube (checked with vacum gauge). I have vacum to distributor and choke but nothing registering on the second throttle vacum unit. I have checked the hose and all ok.I assume it is there all the time and the second throttle stays closed due to the cam. Running out of ideas and considering a Weber carb.. any help appreciated
