Pump failed, noisy and no steering at idle speed. Ok with revs. 2 recon pumps later still no steering at low revs!!!! What can it be?? No more noise but no steering......

I'd guess incorrect or contaminated fluid. The 2.5 needs the green stuff not the red. It's safest to get it from a dealer. The main thing is if engine oil has got into the fluid from the failed pump (staining it grey) you have to flush it out which takes as much as 3 litres of (expensive!) fluid to get it back to pale green.
If the van has been run around with contaminated oil the rack can also be damaged. Make sure the fluid is not become low after initial running. This will cause noise lack of assistance and damage the new pump.
